In other words, the UIT code is a unique code automatically generated by the RO e-Transport system when a valid transport declaration is registered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UIT code is a unique alphanumeric string consisting of 36 characters (letters and numbers), automatically generated by the ANAF system. The code cannot be modified or generated manually. In practice, no two shipments will have the same code.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UIT code became necessary following the establishment of the national system for monitoring road transport of high fiscal risk goods, RO e-Transport, through Emergency Ordinance No. 41\/2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RO e-Transport system represents a set of principles, rules and IT applications designed to monitor the transport of high fiscal risk goods on the national territory, enabling the competent authorities to identify potential diversion points in or from the supply chain based on the UIT code. The system is managed by the Ministry of Finance through the National Agency for Fiscal Administration (ANAF) and the National Centre for Financial Information.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why was the UIT code introduced and what does ANAF aim to achieve?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The UIT code was introduced for the following reasons:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>To combat tax evasion and increase transparency in road freight transport;<\/li>\n\n\n\n<li>To monitor the transport of high fiscal risk goods;<\/li>\n\n\n\n<li>To digitalize tax and logistics reporting.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Through the RO e-Transport system, administered by ANAF, the authorities primarily aim to combat tax evasion in the freight transport sector. ANAF seeks to reduce undeclared sales, fictitious invoices, shell companies and VAT non-payment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through this system, the authorities can also monitor shipments in real time: who sends the goods, who receives them, what goods are being transported, their quantity and value, and the route they are taking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The system helps increase VAT collection and verify whether the goods correspond to the invoice. Last but not least, the system aims to deter fraud.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Who is required to obtain the UIT code?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The UIT code, generated through ANAF&#8217;s RO e-Transport system, must be obtained and declared by certain legal entities, depending on the type of transport:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The consignee indicated in the import customs declaration or the exporter indicated in the export customs declaration, in the case of high fiscal risk goods subject to import or export operations, as applicable;<\/li>\n\n\n\n<li>The Romanian beneficiary, in the case of intra-Community acquisitions of high fiscal risk goods;<\/li>\n\n\n\n<li>The Romanian supplier, in the case of domestic transactions or intra-Community supplies of high fiscal risk goods, as applicable;<\/li>\n\n\n\n<li>The warehouse operator \u2013 in the case of high fiscal risk goods subject to intra-Community transactions in transit, both for goods unloaded in Romania for storage or for the formation of a new shipment from one or more batches of goods, and for goods loaded after storage or after the formation of a new shipment on national territory from one or more batches of goods.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Depending on the situation, the supplier, beneficiary or warehouse operator must generate the UIT code and then communicate it to the carrier and driver, so that they can present it in the event of an inspection.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Who does NOT generate the UIT code?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The obligation to generate the UIT code rests strictly with certain economic operators. The following are not required to generate the UIT code:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The carrier and the driver \u2013 they only need to have the code available and present it to the authorities during an inspection;<\/li>\n\n\n\n<li>The freight forwarding company (transport intermediary).<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>When is the UIT code mandatory?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The UIT code is mandatory in the following situations:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Transport of high fiscal risk goods (e.g. fruit and vegetables, alcoholic beverages, construction materials, clothing, footwear, etc.);<\/li>\n\n\n\n<li>Intra-Community acquisitions;<\/li>\n\n\n\n<li>Intra-Community supplies;<\/li>\n\n\n\n<li>Imports and exports;<\/li>\n\n\n\n<li>Domestic transport exceeding certain value or quantity thresholds.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Exceptions to the obligation<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Transport operations that are not required to have a UIT code are those carried out in transit.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What are the categories of high fiscal risk goods?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">High fiscal risk goods transported by road and monitored through the RO e-Transport System include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Vegetables, plants, roots and tubers, intended for consumption, falling under CN codes 0701 to 0714 inclusive;<\/li>\n\n\n\n<li>Edible fruit, citrus fruit or melon peels, falling under CN codes 0801 to 0814 inclusive;<\/li>\n\n\n\n<li>Beverages, spirits and vinegar, falling under CN codes 2201 to 2208 inclusive;<\/li>\n\n\n\n<li>Salt, sulphur, earths and stone, plaster, lime and cement, falling under CN codes 2505 and 2517;<\/li>\n\n\n\n<li>Knitted or crocheted clothing and clothing accessories, falling under CN codes 6101 to 6117 inclusive;<\/li>\n\n\n\n<li>Clothing and clothing accessories, other than knitted or crocheted, falling under CN codes 6201 to 6212 inclusive and CN codes 6214 to 6217 inclusive;<\/li>\n\n\n\n<li>Footwear, gaiters and similar articles; parts of such articles, falling under CN codes 6401 to 6405 inclusive;<\/li>\n\n\n\n<li>Cast iron, iron and steel, falling under CN codes 7213 and 7214.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How is the UIT code obtained?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In order to declare the transport of high fiscal risk goods and international road transport of goods, economic operators must be registered with the Virtual Private Space (SPV), either in their own name or through a legal representative, designated representative or authorized representative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UIT code is obtained by declaring the transport in the RO e-Transport system administered by ANAF, through SPV.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are the steps to obtain the UIT code:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 1.<\/strong> Register with the Virtual Private Space (SPV) and select the RO e-Transport service;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 2.<\/strong> Declare the transport by completing the mandatory information \u2013 company details for the sender\/beneficiary, type of operation (domestic, intra-Community, import\/export), goods details (quantity, value, CN code), loading and unloading locations, carrier details and details of the vehicle used for transport, and the estimated transport date;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 3.<\/strong> Submit the declaration in the system and automatically generate the UIT code;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 4.<\/strong> Communicate the UIT code to the carrier\/driver \u2013 the code must accompany the goods throughout the transport.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Validity and structure of the UIT code for transport operations<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Once generated, it is important to consider how long the UIT code remains valid. Its validity depends on the type of transport, as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>5 days for domestic transport;<\/li>\n\n\n\n<li>15 days for intra-Community transport.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The UIT code must be entered and activated before the transport begins and must be clearly displayed on the transport documents (delivery note, invoice, CMR, etc.). The UIT code may also be displayed digitally, in the supplier&#8217;s GPS application.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any significant change, such as a change in the registration number of the vehicle transporting the goods, must be updated in the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once the goods have reached their destination, the UIT code becomes inactive and can no longer be used.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How does the UIT code work in the RO e-Transport platform?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The user may declare in the RO e-Transport System the data relating to the transport of goods no more than 3 calendar days before the declared date for the start of the transport, but no later than the presentation at the road border crossing point upon entry into Romania or at the place of import, respectively the actual movement of the vehicle, as applicable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A unique code is generated for each transport, which helps identify the goods precisely within the tax system. If there are data errors, the declaration is rejected and the UIT code is not generated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UIT code must always be available during an inspection. Inspectors can check the database in real time to determine whether the code is valid, whether the goods correspond to the declaration, and whether the route and data are correct. Real-time verification is also possible through GPS monitoring of the transport.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Obligations during transport<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The UIT code must be communicated to the carrier so that it is available in the event of an inspection (in printed or electronic format). If the vehicle is equipped with a GPS monitoring system that transmits data to ANAF, the UIT code must also be entered into that system. This allows the declared transport to be associated with the vehicle&#8217;s real-time location.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The difference between the UIT code and other codes in the e-Invoice and e-Transport systems<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The digital systems of the National Agency for Fiscal Administration (ANAF) contain several types of codes. They have different purposes and should not be confused:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>UIT code (RO e-Transport)<\/strong> \u2013 identifies a freight transport and links the goods to a specific transport; it is checked by the authorities during roadside inspections, is obtained before the transport begins and is valid for 5 or 15 days, depending on the type of transport;<\/li>\n\n\n\n<li>e-Invoice codes \u2013 identify an electronic invoice and refer strictly to the tax document, not the transport. e-Invoice contains several elements: invoice number, upload ID and electronic seal (confirming that the invoice has been validated by ANAF);<\/li>\n\n\n\n<li><strong>e-Transport registration number<\/strong> \u2013 this system contains the internal declaration number, validation confirmation and status messages.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">All this information can be correlated by ANAF, but they represent different elements that complement each other.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each document is essential, and ANAF can verify whether the transported goods correspond to the invoice, whether the value declared in the UIT code corresponds to the invoiced value, and whether an invoice was issued without a declared transport or vice versa. In practice, e-Invoice proves the existence of the tax transaction, e-Transport proves the existence of the transport of goods, while the UIT code provides information about the goods in transit.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Consequences of failing to declare or use the UIT code<\/strong><br><\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"609\" src=\"https:\/\/cwechinox.com\/industrial\/wp-content\/uploads\/2024\/08\/cod-uit-1024x609.jpg\" alt=\"Cod UIT\" class=\"wp-image-4139\" srcset=\"https:\/\/cwechinox.com\/industrial\/wp-content\/uploads\/2024\/08\/cod-uit-1024x609.jpg 1024w, https:\/\/cwechinox.com\/industrial\/wp-content\/uploads\/2024\/08\/cod-uit-300x178.jpg 300w, https:\/\/cwechinox.com\/industrial\/wp-content\/uploads\/2024\/08\/cod-uit-768x457.jpg 768w, https:\/\/cwechinox.com\/industrial\/wp-content\/uploads\/2024\/08\/cod-uit-1009x600.jpg 1009w, https:\/\/cwechinox.com\/industrial\/wp-content\/uploads\/2024\/08\/cod-uit-167x99.jpg 167w, https:\/\/cwechinox.com\/industrial\/wp-content\/uploads\/2024\/08\/cod-uit.jpg 1500w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Failure to comply with the UIT code obligations under the system administered by ANAF may result in severe penalties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The following acts constitute contraventions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Failure to comply with the provisions regarding users&#8217; obligation to declare in the RO e-Transport System the data relating to transports of goods falling within its scope so that they can be identified through the UIT code;<\/li>\n\n\n\n<li>Use by the road transport operator of the UIT code after its validity period has expired;<\/li>\n\n\n\n<li>Unloading in Romania of goods subject to intra-Community transactions in transit, except for goods intended for storage or for the formation of a new transport from one or more batches of goods;<\/li>\n\n\n\n<li>Declaring in the RO e-Transport System quantities different from those actually transported.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The penalties for the above-mentioned acts include fines ranging from RON 10,000 to RON 50,000 for individuals or from RON 20,000 to RON 100,000 for legal entities, as well as confiscation of the value of undeclared goods.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Confiscation of goods and other penalties<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Confiscation of goods is one of the most serious consequences. The authorities may order:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Confiscation of undeclared goods;<\/li>\n\n\n\n<li>If the goods can no longer be identified, their value is confiscated.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In certain situations, the authorities may stop the transport and detain the vehicle or seal the goods. The detection of multiple irregularities by the authorities or repeated violations may lead to an increased tax risk score for companies, more frequent inspections and stricter checks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other situations in which penalties may be imposed include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Incomplete or incorrect declaration;<\/li>\n\n\n\n<li>Mismatch between the goods and the UIT data;<\/li>\n\n\n\n<li>Exceeding the code&#8217;s validity period;<\/li>\n\n\n\n<li>Failure to report changes (e.g. a change in the vehicle registration number).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, failure by the driver of the transport vehicle to activate the positioning device before starting the transport on Romanian territory, respectively to deactivate the positioning device only after delivery of the goods at the declared delivery location in Romania or after leaving the country; as well as failure to present, at the request of the competent authorities, the documents accompanying the goods subject to monitoring through the RO e-Transport system together with the UIT code provided, are punishable by a fine ranging from RON 5,000 to RON 10,000.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words, the absence of a UIT code can result in significant fines, substantial financial losses, transport delays and extended tax inspections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Penalties are established and imposed by authorized representatives of the National Agency for Fiscal Administration, the Romanian Customs Authority, as well as officers and agents of the Romanian Police.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Common mistakes related to the UIT code<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In most cases, many penalties do not result from an intentional attempt at fraud, but from administrative errors, inattention and lack of communication between the parties involved in the process. The most common mistakes that should be avoided include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Obtaining the UIT code after the truck has departed \u2013 the UIT code must be generated before the transport begins; if the goods are declared after departure, this is considered a contravention;<\/li>\n\n\n\n<li>Expired UIT code \u2013 it is important to consider the UIT code&#8217;s validity period to avoid potential fines;<\/li>\n\n\n\n<li>Incorrect registration number \u2013 any change related to the vehicle transporting the goods must be updated before transport and reported in the system in a timely manner;<\/li>\n\n\n\n<li>Quantities or values different from the actual ones;<\/li>\n\n\n\n<li>Confusion between invoice and transport \u2013 both the invoice and the UIT code are required for the transport;<\/li>\n\n\n\n<li>Failure to declare partial deliveries \u2013 if goods are delivered in several batches, each transport must be declared separately;<\/li>\n\n\n\n<li>Lack of communication with the carrier \u2013 the generated UIT code must be provided to the driver so that it can be presented during transport;<\/li>\n\n\n\n<li>Incorrect loading\/unloading location \u2013 the address must be complete and accurate.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Important changes regarding the UIT code in 2025\u20132026<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In order for the RO e-Transport system and transport monitoring process to operate more efficiently, while also providing greater flexibility, several important changes were introduced in 2025.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Increased penalties and responsibilities<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As of January 2026, the transition period for the RO e-Transport rules has ended. This means that irregularities related to declaring transport in the system and using the UIT code now result in direct penalties, without further postponements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The penalties are applied progressively, as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First offence \u2013 confiscation of the goods no longer applies;<\/li>\n\n\n\n<li>Second offence \u2013 15% of the value of undeclared goods is confiscated;<\/li>\n\n\n\n<li>Third offence \u2013 50% of the value of undeclared goods is confiscated;<\/li>\n\n\n\n<li>Fourth and subsequent offences \u2013 100% of the value of undeclared goods is confiscated.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Increased digital inspections<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In 2026, ANAF and the authorities are monitoring not only the existence of the UIT code, but also the actual transport. The carrier must transmit GPS data in real time during the transport associated with the UIT code. This means that, in addition to the UIT code, transport companies and shippers must ensure that vehicles are equipped with GPS devices and that data is transmitted in accordance with the system requirements.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Expansion of monitored goods categories<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In 2026, the list of goods monitored through e-Transport remains the one previously established through ANAF Order No. 802\/2022.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Impact of the UIT code on transport and logistics companies<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The UIT code, generated in the ANAF system through RO e-Transport, has a major impact on the way transport and logistics companies operate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First and foremost, there is the operational impact, which covers the following aspects:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Transport planning \u2013 carriers must receive the UIT code before departure and ensure that the vehicle is authorized to perform the transport;<\/li>\n\n\n\n<li>Document control \u2013 drivers must have the UIT code available during roadside inspections, either in printed or electronic format;<\/li>\n\n\n\n<li>Managing changes \u2013 any change in vehicle, route or quantity must be updated in the RO e-Transport system;<\/li>\n\n\n\n<li>Additional time for formalities \u2013 the coordination process between the shipper, carrier and beneficiaries may increase transport preparation time.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In terms of financial impact, transport and logistics companies may face fines or confiscation of goods. In addition, shipments stopped on the road due to the absence of a code may generate delays and contractual penalties. Logistics companies must also integrate UIT data with their own management and ERP systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is also a direct impact on customer relationships. Customers (supplier or beneficiary) must communicate the UIT code to the carrier. Transport planning becomes stricter because deliveries depend on the generation of the code, which may affect delivery deadlines if the data is incomplete or incorrect.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Useful questions about using the UIT code<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For more information on the correct use of the UIT code, here are answers to some of the most frequently asked questions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Who generates the UIT code \u2013 the shipper or the carrier?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The UIT code is generated by the shipper and then communicated to the carrier. The latter is not required to generate the UIT code, but only to have it available throughout the transport and present it to the authorities during an inspection.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Is the UIT code mandatory for every transport?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Not for all types of transport, but it is mandatory for intra-Community transport of goods, according to EU rules, and for certain categories of goods, such as dangerous goods or transport operations subject to special regulations.
